The USCG reports that more than 80% of annual boating fatalities occur as the result of operator error due to lack of formal boating safety education. Over half the states have adopted mandatory education requirements for some boaters. However, boater age and education requirements vary greatly from state to state. The National Association of State Boating Law Administrators (NASBLA) goal is for every state to require all boaters to complete a boating safety course before operating a motorboat on any U.S. waterways.
